Oman today_ In Oman, the Ministry of Social Development has officially established a new civil entity called the “Association of Foreign Labour Recruitment Offices” through Ministerial Decision No. 405/2025. This decision was published in the Official Gazette on November 20, 2025, and came into effect immediately.

The newly formed association, registered under number 195, has begun its operations with the mission of organizing, regulating, and improving the service standards of foreign labour recruitment offices across the country. Its main objectives include:

Standardizing and regulating the activities of recruitment offices.

Protecting the rights of legal offices and addressing their issues with governmental authorities.

Coordinating with embassies regarding worker-related matters and transfer processes.

Combating unlicensed offices and structuring the foreign labour recruitment market.

Signing agreements with source countries to provide workers in compliance with Omani regulations.

Collaborating with government entities to manage the supply and demand of foreign labour.

The association will be governed by a 12-member board, whose term of office is set for two years.
