Oman today_ In an innovative and historic move, the Sultanate of Oman has announced the introduction of a new type of visa and residency permit under the titles “Cultural Visa” and “Cultural Residency.” The initiative aims to strengthen Oman’s position as a global hub for cultural exchange, artistic creativity, and intellectual collaboration.
According to Decision No. 156/2025, signed by Lieutenant General Hassan bin Mohsin Al Shraiqi, Inspector General of Police and Customs, amendments have been made to the Executive Regulations of the Foreign Residency Law, introducing new classifications of visas and residence permits.
The Cultural Visa is granted to foreign nationals entering Oman for cultural, artistic, literary, or scientific purposes. It may also be issued to spouses of Omani citizens or residents who are engaged in cultural or artistic activities. Holders of this visa must use it within three months of issuance and are permitted to participate in or contribute to cultural and artistic activities within the Sultanate.
The Cultural Residency is designed for foreign nationals residing in Oman for cultural reasons. It applies, among others, to spouses of Omani citizens or residents who are active in cultural and artistic fields. The duration and renewal conditions for this type of residency will be determined in accordance with the newly issued regulations.
Under the new decision, the issuance fee for the visa is set at 5 Omani rials per year, while the renewal of residency also costs 5 Omani rials annually. In cases of loss or damage to the residency card, a replacement fee of 20 Omani rials will apply.
This initiative marks the first official framework in Oman dedicated to visas and residency in the cultural sector. It reflects the Sultanate’s growing commitment to promoting the arts, heritage, and creative industries in line with the Oman Vision 2040. The program is expected to enhance international cultural cooperation, attract artists, researchers, and creative professionals from around the world, and contribute to the vibrancy and growth of Oman’s cultural scene.
